MTNL Pigeon Plans For Mobile VoIP Launch

Just happened to visit the MTNL Pigeon website today and found out that MTNL Pigeon, Indias government backed VoIP service is planning to launch its Mobile VoIP (MTNL Mobile Pigeon?) services pretty soon.

I wonder why are they pushing for Mobile Pigeon (VoIP) before rolling out its services nationwide? MTNL Pigeon VoIP is available only in Delhi and Mumbai so if they don't go nationwide, they won't get better exposure to wide range of users.

Also I haven't heard any reviews, feedbacks from people that are using the MTNL Pigeon services right now. I am not sure on what basis they are rolling out their mobile version?
