A directive from the Reserve Bank of India says that the banks now, cannot charge you for use of other bank's ATM for cash withdrawals.

Now you can withdraw money from the ATM of any bank without paying a fee. Starting 1st April 2009, the transaction fees of Rs 20 will also not be levied.

While IBNLive reported that  they couldn't confirm the news, I found a link for the document @ Reserve Bank Of India website mentioning this ATM withdrawal free of charge for other banks.
