If you have a GPS-enabled device, this blue dot corresponds to your GPS location. At times, or if you do not have a GPS-enabled phone you might see the blue dot surrounded by a light blue circle to indicate uncertainty about your location.
I have used Google mobile maps during my recent vacation and it was fantastic. I just updated google maps which has My Location feature. For some reason, when I press "0" to check my location in google maps, it can not find it. It says "your current location is temporarily unavailable". Though My Location feature is available for most web-enabled mobile phones, including Java, Blackberry, Windows Mobile, and Nokia/Symbian devices, I have Motorola Q and it's now showing up. Hmm.. might report a bug.
