I don't think India has any road patrol where police keeps track of violators but here is a site where you can report a traffic violation. The site is called TraffiCViolators.com. Its developed by Abhishek Kant who is based out of Gurgaon and currently works as a Community Program Manager at Microsoft.
You can register to the site and if you see any car/vehicle violating the traffic on the road, you can note down the vehicle number and submit it to the site. I don't think the site has any tie up with legal traffic department though. But if its executed well enough, it can help track down lot of traffic violators in India. This reminds me of a popular TV series "India's most wanted" which created a big hype back in late 90's.
You can also report a violation by sending an SMS to 9971546557. I am surprised that even though the concept of TrafficViolators.com is nice, the site lacks visitors and haven't seen any violation reports since August last year.
